Oakland City Council Meeting on Housing Impact Fee

East Bay Housing Organizations (EBHO), TransForm, and other allies have worked hard to urge Oakland's City Council to do the nexus study required for getting an affordable housing impact fee in Oakland. We've testified at public hearings, written letters, met with Councilmembers, and done public education in our communities to prepare for winning a housing impact fee. We've built incredible power, but we still need to make sure that they pass the strongest fee possible - a fee dedicated to building affordable housing.

Who is responsible for attempting to gut affordable housing and exacerbate poverty and displacement in Oakland?
 
I recently learned that staff reports for the Tuesday, March 22nd CED meeting are proposing harmful alternatives in the Impact Fee Ordinance, and are also proposing major and devastating changes to income targeting and uses of funds currently budgeted for Affordable Housing Development (NOFA funds). 
 
The Impact Fee report sets initial fees way too low – they should start closer to $20,000 across the entire city.  In addition, there are several recommendations in the report that will diminish any capacity to build or protect affordable housing in Oakland. Please:
 
1) Ensure impact fees are used only for homes for lower income families and workers.

2) Move the entire Coliseum City Area Specific Plan into Impact Fee Zone 1.

3) Remove Exemptions to Impact Fee Zone 3

4) Adopt an on-site mitigation (inclusionary) option that requires that at least 20% of units be affordable to very low and low income households.  If there is an option to include moderate income units, that needs to be in addition to the lower income requirement and not a substitute.

The staff report on Housing Program and Policy Recommendations should be rejected. The City must protect Oakland's affordable housing funding and: 

1) Ensure that Boomerang Funds and First Time Home Buyer programs are not redirected to serve higher income groups at the expense of Oakland’s most vulnerable residents.

2) Reject the suggested reprogramming of budgeted Housing Development Funds to new programs in the middle of the budget cycle and without consulting stakeholders.  New programs need more public discussion and new sources of funds, rather than robbing Peter to pay Paul.
