AB 1482 will protect millions of families who rent by establishing an upper limit, or cap, on allowable annual rent increases. AB 1482 will apply to all rental units in the state, except those covered by a local rent control ordinance, deed-restricted affordable housing, or dormitories.

The allowable rent increase would be an as-yet-unspecified percentage of the rental rate for that unit over the past year and only allowed to reflect increases in the rental market or changes in the cost of living.

The bill would prohibit a landlord from terminating a tenancy in order to avoid this restriction and would create a "rebuttable presumption" that a termination of a tenancy is for that purpose in the absence of a written statement showing another cause for the terimination.
