AB 1486 would close some loopholes in the Surplus Land Act by better defining some terms (like, "local agency", "surplus" land, and "dispose of"), and by clarifying the minimum affordability requirement of 15% for land used for housing.

The bill provides a number of benefits for using surplus land for affordable housing: allowing it to be more competitive for state grants, requiring all feasibly developable residential land to be used for residential development if it is proposed to be 100% affordable housing, supporting the employment of trained apprentices and prevailing wages for construction. It also requires HCD to develop a database of public lands and sets a minimum percentage of state lands to be disposed of each year.
