The bill directs the California Transportation Commission to prioritize bicyclist, pedestrian, and transit rider safety by carrying out a "Complete Streets" assessment and installing safety facilities on designated roads. All projects starting in 2020 must include in their budgets the cost of pedestrian and bicycle facilities, and adhere to these new standards and performance measures. Performance measures would include conditions of bicycle and pedestrian facilities, accessibility and safety for pedestrians, bicyclists, and transit users, and vehicle miles traveled on the state highway system.
