The bill sets aside funding for rental assistance and legal aid for residents facing eviction. Local agencies would be able to spend funds appropriated through the existing California Emergency Solutions and Housing Program via competitive grants. It also extends the provision of eviction protections (90-day notice for month-to-month leases, ability to stay through lease term in the event of foreclosure for fixed-term) that would otherwise have expired at the end of 2019. Finally, it would direct the Department of Consumer Affairs to provide "a guide to all state laws regarding landlords and the landlord-tenant relationship" online and promote "the most robust resources and programs" available to tenants.
